The installation of the new ozone treatment facility was undertaken as part of a Consent Decree with the State of Michigan. The terms of the Consent Decree specified deadlines and penalties associated with the completion of the work. ACM was to make an assessment of the contractor's compliance with the contract, the contractor's ability to complete the project, and to provide on-going support. The assessment included a review of the resident engineer's participation in the project. The contract, project documents, and correspondence were reviewed to gain a history of the project. Meetings and interviews were held with project participants for further assessment. ACM participated in project meetings and made physical inspections of the project to complete the assessment. ACM prepared a report of the engineer's and contractor's performance on the project. The assessment report also included recommended actions to be taken by the contractor, the engineer, and the city to facilitate timely completion. ACM continued to participate in the project and provide recommendations and assessments in an effort to facilitate completion of the project. The project met the EPA mandated ozonation requirements.
